The Alliance for Industrial Efficiency joined the Midwest Cogeneration Association in filing comments today before the Minnesota Utility Commission on new rules Governing Cogeneration and Small Power Production (“House File 729”). Among other things, we urged the Commission to establish criteria for setting standby rates that reflect the actual costs incurred by the utilities to provide backup, maintenance and supplemental power to distributed generation customers.
