DGA’s Ryan Hodum authored a memo released by the Progressive Policy Institute. This report calls for a national Energy Efficiency Resource Standard (following the lead of nearly half the states), a carbon price, full loan guarantees for Property Assessed Clean Energy (PACE) bonds, a tax deduction for 25% of the cost of an energy management system, and mandated public efficiency ratings for all commercial buildings. Without such policies to help individuals and corporations overcome the market barriers, many desirable retrofits – and the jobs and energy savings that go with them – simply will not happen. In summary, the report calls for commercial building retrofits to be a central part of economic recovery plans.
